The default answer is voicemail and it stopped working years ago — people hang up and dial the next number rather than record a message for somebody who may not listen until nine. What does work is something that answers immediately, takes the name, the number, the postcode and what the problem is, tells them honestly when you will call back, and sends you all of it as a text you can read between jobs.
That last part is the design constraint everything else follows from. You are going to read it standing up, on a phone, with dirty hands, for about four seconds. So the output is a short message with the four things that decide whether to call back now or at five — not an email, not a dashboard, not a login. Anything that requires opening an app will be read at nine in the evening, which is too late for half of them.
Qualifying should be genuinely minimal. What is the problem, where is it, is it urgent. That is it. A caller who has water coming through a ceiling will not answer six questions from a machine, and asking them is a good way to lose exactly the call you most wanted. Three questions is the entire budget.
And there is an honest limit worth stating: this catches the call, it does not do the job or quote it. Some businesses hear "AI" and expect a system that books work and prices it, and in a trade where every job needs eyes on it that would be a system generating apologies.
